More than likely the camera has an internal problem in the power supply section. There is an electronic switching circuit that switches between the battery input and the DC input coming from the AC adapter. Your camera requires professional servicing. Will not turn on or start up..Sony Handycam DCR-DVD300 DVD

Try resetting the Camcorder to the factory settings by pressing the reset button. If the issue persists, try power resetting the camcorder. To power reset, remove the battery of the Camcorder and press and hold the power button for 30 second(or turn the Power switch to ON position for 30 seconds) and reinsert the battery after one minute and check the operation. If the issue still persists, the service is required.

LCD screen working only if turn counterclockwise

make sure you open the lens 90 degrees to the camcorder.normal operation of the cam will allow you to rotate the lcd to a maximum of 180 degrees and can eve close it with the lcd screen side facing out. you can try pressing the reset button.if it still won't work try removing the battery and unplugging it from the ac adaptor for at least a minute.if still doesn't work properly, issue could be with a bad ribbon inside the lcd that loses contact when you turn it clockwise.that of course would need replacement or repair.

Solution
sp.gif sp.gif IMPORTANT: The computer must have a composite Video or S-Video input jack [FIG. 1]and compatible webcam software installed. Some computers may require a video capture card and/or sound board.
NOTE: This procedure cannot be performed when using the battery of the camcorder as a power source. If the camcorder is turned on, but not recording or playing a tape, it will automatically turn off after 5 minutes to conserve battery power. 1. Plug the AC power adapter for the camcorder into a working electrical outlet and then connect it to the camcorder.
  2. Connect a composite video cable or S-Video cable to the VIDEO or S-VIDEO jack on the camcorder. NOTES:
    • Sony camcorders usually come packaged with composite Audio/Video cables; S-Video cables are sold separately.
    • To purchase either of these cables, check with your local electronics dealer or visit the Sony® Parts and Accessories Sales Web site or by call (800) 488-7669.
  3. Connect the other end of the composite video cable or S-Video cable to the VIDEO IN or S-VIDEO IN jack on the computer.

Okay I fixed my camcorder. I did a ggogle search and came across this solution which worked...I strongly suggest you do this. I whacked it two times on each side with the palm of my hand. IT WORKS NOW! I guess sony is aware of this malfunction and this is probably how they fix it....The error code is gone the tape plays. And it didn't cost me a penny.... Good luck and let me know if it worked for anybody else......

According to Sony, the 31 problem is one that requires a power reset of the camera. Turn off the camera, remove the battery, remove the AC adapter if it is in use and then wait several minutes before re-attaching the battery and/or power and turning the camera on again.
The 23 problem is a non-Sony InfoLithium battery. Apparently these smart batteries interact with the camera. According to Sony: "Replace the battery in the camcorder with a Sony® InfoLithium battery or connect the supplied AC power adapter."
