What causes a reduced engine power code.

The truck is a 2003 sierra slt 4.8 vortec. when driving a reduced engine power code will pop onto the dashboard reader and it is lacking power. when you shut the truck off for at least a minute and start the truck again the truck works fine.

You need to stop using any vehicle, with any
problems,lack of power & system faults & dash
MIL lamps lite

A repair shop or dealer, will answer that, after
they check for codes & diagnose the vehicle
to find a problem

If this is "fly by wire" throttle, any misalignment between gas pedal and TPS will cause this issue. Failure of the gas pedal sender is so common Lokar company makes a replacement pedal unit that is much better than stock.

Dash light says--Reduced Engine Power

You need to have an OBII scan(fault scan) - to identify what sensor triggered computer (light) Reduced Engine Power = rig is in "Limp" mode. So you can drive it to get to repair shop.

That is not what you are looking for. The issue is a decision by your engine management computer, based on some failure. What needs to happen is you pull the codes from the computer, requires a scanner, and proceed on the error codes.
Often a lube shop or parts store will pull the codes for free.
The issue is fairly significant if the systems reduced power. Pull the codes and begin there.

The engine light comes on and a message saying engine power reduced. have to turn off ignition and restart truck. getting really bad.

Your going to have to get the Sierra scanned for the DTC code to why it's setting the ECM to reduce the power. Auto Zone or Parts Source will scan free of charge so you can address the issue. There are a few things that will set the reduce engine power like a faulty throttle peddle position ECT. Keep me posted, be glad to help you get your Sierra running 100% again soon.

disconnect batt. for 30 min. then reconnect,if no problem exist the lights will go away

2003 GMC Sierra 1500 looses power at highway speeds, however the engine sounds normal

Does the reduced engine power message come on? if it does check the electric connector at the throttle body. sometimes the wires get dirty or something. and usually the yellow one.
