SOURCE: steamer/rice cooker
you can put at least 3 glasses of water.(depends on how big your glass is).
its up to your prefernce when you want to put the food. but it much better to put the food when the water starts to boil.
hope this helps!

I know the exact model you are talking about! I have one myself....Basically it is always two parts water to one part rice using the same measuring cup to measure both! So if you decided to use it for 6 cups total it would be 4 cups of water and 2 cups rice.....As for veges, You would fill the bottom of the inside pot just enough to where it doesnt touch the other pot that goes inside with holes to hold the veges and you can add a little salt, But then you close the lid and press the cook button and when it finishes it makes a quick and easy dinner side!

SOURCE: rice cooker
To practice, add i cup of rice to cooker, and then 2 cups of water (water should cover the rice 2 times over. You can add salt if you wish, then turn the cooker on and when it goes off, it is done.
