The engine drives the generator. If the engine is not running right, the generator cannot produce the power it was designed to produce. Engine requires three things to be proper to run well. Correct amount of fuel, sufficient compression and good ignition. Of these tree there is one variation, too much fuel or not enough will cause engine to run rough. If it has a carburetor it could be flooding whereas the flooding prevents engine to run rough and unable to reach proper speed. If it has a fuel shut off valve, shut it of while running rough. If the engine gradually speeds up, you're on the right tract. Let run until it dies out. Open valve and restart, it could clear the debris in the carb. that's causing it to flood.
