the rules for pay pal are specific
you have to take the issue up with the seller and ask for a return and refund
you have to advise pay pal that there is a dispute with the seller
then you wait 30 days for a response from the seller after which you again contact pay pal as to the sellers response
from there it will be up to pay pal
it is all in the terms and conditions for using pay pal

does this site have a pay pal payment option ?
if yes click on pay pal and when you get to the pal pal screen there may be an option that says I don't have a pay pal account.
click on this and you will go to a pay via pay pal using a credit card screen.

I had paypal disable my pay pal account and once they do this they give you absolutely no way of getting it enabled. So I used the above method to pay via pay pal without a pay pal account.

just under your balance in pay pal you will see " withdraw money " click on that and you can send it to your bank account

go to paypal.com, sign on. you will have your balance

Log on to your PayPal account at Send Money Pay Online or Set Up Merchant Account PayPal

go to your account in paypal and get a balance statement. Other than that contact paypal and state the problem to them and find out what is/can be done

Do you have enough funds in your account and is there a backup source if your Balance is low?

Pay-pal will take this up for you if you get in touch within 45 days of the transaction but when you get in touch with them they will ask you to contact the seller first to see what the problem is.
If you still don't get your items or your money refunded then pay-pal will get in touch with the seller .The good side is that if the seller doesn't refund you then you are covered because you bought it through Pay-pal .It takes a few weeks but you will get a refund.
