Im only getting a black and white picture
Refer its user manual to get more details about its picture settings. Check whether proper color system has been selected.

you have lost your chroma (color) circuit the sepia you are seeing is just the black & white picture black and, white is adjustable from red to blue to green tint so; your sepia is an overloaded red circuit i could fix this but, i'm here and, you're there so take it to a serviceman it should not cost much more than $100

This unit is getting distortion form the video circuits, most likely capacitors or resistors causing distortion to the input or output circuits. This problem could be caused by a bad video amplifier also ,which is distorting the signal. This problem needs to be checked with an oscilloscope to follow the signal path and find the source of the distortion. Usually this is best handled by a service center.
