Remove the amp. section from the cabinet. you should see a fuse inside near to the main switch.

Why is my Fender Blues Deluxe Amp making a crackling sound without an instrument even plugged into it and when I do plug in, it quiets when I touch any place on the guitar?

You probably need a new input jack on the amplifier. When they get loose the connecting wires can crackle, but plugging a guitar in stabilizes them (no more crackle).

If the fuse blows when i flip the standby switch, but not when the power switch is on by itself, what could be the problem?

A faulty tube would be a likely culprit and one of the easier things to check. When in standby, really just the filaments are lit. Lots of other possible issues but tubes would be the first to check.

Fender G-DEC junior won;t power up the lights don;t come on it has a thermal cutout on the 12VAC transformer it was open circuit i tried bypassing it with soldered jumper still does not power...

Try changing out the Pico fuse. Only 50cents from online West Florida Components. Buy a few. Mine went out twice. It is Item # F021. It is a .5amp (500 mA)fuse-green and looks like a resistor. Location on the circuit board is near the transformer and on back edge or board behind the 2 brown wires connecting to the board and to the side of the 4 diodes there. I left the bad fuse in place and soldered the new fuse to it's legs-a lot easier and does not damage the PCB.

ON my fender mustang II as I switch channels with my footswitch there' s a lag before the sound comes up

Possibly you are holding the switch down???... it MAY activate on the release of the switch. Try quick tap on switch.
I tried to find schematic to analyze this but could not find one.

My amp, was working fine last night, it wont turn on, and i tried switching guitar, cables, even power supplys and still wont turn on, i heard a pop last time i used my amp, and then the signal was lost...

The unit will require repair and if you are not adept at electronics, you will need to take it to a shop. Likely there is failure in the power supply or amplifier that has blown the fuse. Replacing the fuse WITHOUT repairing the cause MAY do additional damage.

Broken amp

Why did you replace the fuse? If it was blown then you need to take the amp in for servicing. Iffthe fuse is glass and it was silvery on the inside, that is a hard short and is likely a power supply problem. Probably a rectifier diode or filter cap. Pray that it isn't the power transformer. Diodes are cheap... few pennies... caps a few bucks at most. Power transformer... you DO NOT want to know.

MY Fender Passport P250 went into protect mode. I changed the FUSE at the power supply with a new fuse. Still it is in Protect mode. How to fix this

This needs to go to the repair shop. The protect mode is turned on when either the power supply has a problem or one or both power amplifiers have a problem. These are often blown components.

These units are HARD to work on. To open you have to first remove then front panel before you can remove the back panel that has the power supply and power amps/heat sinks.

Compare repairs of these units to working under an automobile dashboard!

Hint: On startup, use a series 150 wat lamp to limit current while repairing. SInce these use a switching supply operating off the input line, use an isolation transformer for personal safety.

Fender Hot Rod Deluxe making popping noise

Ah yes, the Fender Hot Rod Deluxe. I have seen more of these in my shop than any other amplifier!! I have even sent recomendations for design changes to Fender about this amplifier.
Sadly, your amp tech may be correct: while the amp is within working specs, you can still have an issue with a bad socket. The cheapest thing to try is to replace the preamp tube(s) you think may be causing the problem. If the problem persists, it may need to be serviced on this issue (by a different 'certified Fender tech'). In defense of the last tech you had work on this amp, these amplifiers have a brittle design and do not gig or travel well (there are a minority of these amps made that do perform). Fender tried to do too much for the price on this model: best advice is to fix it, sell it and get your tone with a more stable model made by Fender (like the new vintage re-issues). Fender, like Marshall, has for years been having problems when they get too far from thier 'working reciepe' of what made them great companies.
You likely have a socket that needs re-tensioned, or a preamp tube not behaving. If it is not these, then a tech had to dive in the house of cards that is this circuit. Sorry for the bad news on this, but it is the truth. I only take on Hot Rods that 'appear' to be fixable. I am a development engineer, build amps from scratch and fix them for the local music shops, and my success rate is a dismal 60%-ish percent on these...
Thanks,-mike
