Your netbook runs the Android operating system. It isn't designed and won't run Windows or Mac, just not compatible. If it came with Android 4.2 (Jelly Bean) you might be able to upgrade to Kit Kat. In settings, go to the "About" section (usually at the bottom of the list) and there you can check if an upgrade is available. If it is, it's free.
As far as other programs go, the Google Play store is where you can get apps to run. If you don't have a Google (or Gmail) account, set one up (you don't have to use Gmail). Log into the play store from your device. Once you've done that you might find a browser easier to use in finding apps, in that case open up Chrome or another browser and go to play.google.com and see if you like that look better.
