Question about Cameras
That's the motion indicator icon telling you that the conditions are not good for a handheld photo to be taken. You need to either have more light, mount the camera on a tripod or set it on a solid surface and use the timer to activate the shutter or try another camera setting to obtain a stable image.

This sounds like it might be a defective CCD imager. If so, Canon should fix this for you for free, including free shipping both ways. This is regardless of your camera's warranty status. Please check the following two links for more info:
