Right after you press the power on button begin pressing the F8 key. This will open a screen where you can select "Safe Mode", then hit the Enter key on your keyboard. Wait for Safe Mode to boot up (may take a minute or so). Then try opening Recovery mode or System Restore. Failing this, insert your Windows installation disk or Windows emergency repair/boot disk and follow instructions to access Recovery Mode.
