The bearings at the end of the roller brushes need lubricating. The belt may be too shiny to be useful now so replace it after you lube the brush

You have to remove the motor cover, There I believe 5 screw, take off the light lens and remove the screw holding the light. It should then pull off. You say you have power to the Vac, but do you have power to the motor. There also is a thermo by the motor, sometimes they open up, then the motor won't run.

Go to hoover.com and look up a local Hoover store. Give the a call and ask the to mail of fax you a schematic. They should be pretty helpful.
