The best way will be to reinstall current operating system. First you should backup all of your data to a secure location (burn them to a CD, put them on external harddisk).

If you mean BIOS setting, then enter the BIOS, choose Restore Defaults.
If you mean your windows installation, use the Operating System reinstallation CD from DELL (the green CD, for Windows XP). After operating system installed, use your driver CD (usually the blue CD from DELL). If you don't have the CD, please contact Dell support center to get the CD (charges may apply).
