Why do the products of multi-digit numbers with zeros and one - digit numbers sometimes have zeros in them and sometimes have no zeros in them?

Right click on the cell that you need to display as a 7 digit number and then choose FORMAT CELL the choose CUSTOM in the NUMBER tab and type seven zeros into the TYPE field, you will see in the preview that the display is formatted as you have requested and the added bonus is that the field still retains is numeric characteristics and can be easily used for calculations etc.

there must be internal short somewhere - open unit up and check

Are you trying to reinstall windows or something like that?
Maybe try to 'Restore' or 'Recover' by following the instructions in the help area of Windows available at the Start Menu.

If you do a full Recovery, the computer will act and look as if it were brand new, without actually reinstalling the windows operating system for Windows 7, Vista, or XP.

At this point, you're right, it may ask you for the product key from the sticker to activate the windows product, though.

Please make sure that the caps lock is not on or off, and that the zero or '0' is not input where an O 'O' belongs. Sometimes the Zero and O get mixed up by users. Also L vs. 1 can mix people up when inputing the product key.

Change your region to multi-region so it can play discs from any region but please check the instruction manual to ensure that changing the region does not void the manufacturers warranty.

Turn the DVD player on, and press "open" on the remote control or on the machine itself.

Press this code into the remote: 789

Press OK, then press 0. A "0" should appear in the lower left side of the screen. For Phillips, zero is the code number for multi-region. In place of the zero, you can also press the number of the specific region you want to play.

Play the disc to check if it works.

Kill power to the dryer.
Take a screwdriver and "Short" the terminals of the capacitor to each other as it can store an electrical charge.
Using a multi-meter, touch terminals with probes.
If using a digital meter, the numbers will go up, then to zero, and then up again.
If using an analog meter, the needle will jump from zero to any amount on the scale, and then back to zero.
Also, try touching one probe to outer casing and one terminal at a time to see if it is shorted to ground.
To retest, switch the probes and touch the terminals again.
If no reading while testing, capacitor is open=no connection.
If reading is steady, capactor is shorted.

On the Remote control number pad enter the number "0000" (4 zeros)
The region code setup window will appear on your TV
on the remote control number pad enter number "0" (zero)to set multi region
Use remote control to Press "Pause" again
