You need to hire a professional web design company. There are various web development companies available in the market and it becomes a hectic job to choose the best one. So you need to check the credentials of a company before hiring it. Never take recommendations too seriously until you are convinced with the expertise and quality of that company.
As far as recommendation is concerned, I would definitely recommend you to check out Adodis Technologies for your website requirements however, as I said do not follow my advice blindly and do check their clientele, portfolio etc before hiring them.

Flat design focuses more on content.
It's philosophy is based on "less is more".
However while the above could be disputed, and is also about personal taste there are measurable advantages like:
1. uses less small images for the design (like borders, corners shades, textures and so on)
2. might need less CSS - that means less coding
3. it is easier to develop than a fancy design (designing it well is not so easy though and can be tricky)
4. if the code is shorter and there are less images compared to a fancy design it will download faster and it will be easier for the browsers to process the pages
Hope I could help.

I've used Weebly (http://www.weebly.com/), but you'd be stuck with your website to be only hosted with them. There are plenty of other similar sites like Weebly.
If you wish to download a tool, you can try this open source one, called Joomla:
