Question about Cell Phones
If you have backed up your iPhone to iCloud, you can still log into icloud.com to check the data. Or you can also recover these data to your computer with the help of PhoneRescue, an iPhone data Rescuer. Here is how to download data from iCloud without device. How to Restore Contacts from iCloud

Unless you were using an online data backup service such as what Google provides for Android phones or a third-party backup program, unfortunately your data is gone along with the phone. Cell providers usually have some sort of contact backup service but you would have to have already been subscribed to and using the service to retrieve your contacts and download them to a new device. Apple has backup services similar to Google's Android phone backup but if you had an iPhone you would have needed to already be subscribed to the service to have any data available for your new device. I wish I had better news for you.
