Question about Apple iPhone Cell Phones
Turned iphone rotation screen off
... when you say the "lock is turned off" ... do you mean the screen locking after a set amount of time?
Allowing a screen to rotate is driven by the application. The application has to be developed to allow screen rotation. In some cases like the app from SpeedTest (which you can find on the App Store) only functions in "portrait" mode while the home button is on the bottom ... however you rotate the phone ... 90 degrees or 180 degrees, the screen stays fixed.
Hope this helps,

If you've already resetted your phone, its sounds like a hardware issue, a loose contact or something. You'll need to take it to a service center.

With ios7 you just need to swipe up from the bottom of the screen. The control panel will slide open. Locate the screen lock control button on the top left side (see picture) Tap it to toggle screen lock on/off.

SOURCE: iphone screen wont rotate
If you are on iOS 7, try and open the control center by sliding your finger from the bottom of the screen upwards. Then take a look at the most right toggle and see if it is enabled or not. It should be disabled
