I have tried ctrl, alt del but it wont even action this-when i turn it off manually and back on the same problem arises

go to bios and load defaults. if still same thing happens after reboot. Boot from OS cd, on windows etup page, choose "R" to run recovery console. Choose OS. Run CHKDSK /R.

Assuming Windows XP.
Boot into safe mode. Do so by pressing 'F8' a few times just as the computer begins to boot up (right before the Windows screen)
Once in safe mode, click on administrator (or type it in as the username if it doesn't come up with the welcome screen). It shouldn't, by default, have a password if it is XP Home.
Once logged in as administrator, go to control panel and users and change the password on the account you want or create a new one.

Let me show you, how you can clear the admin or any other user's password in a Microsoft windows OS...
The name of the software is System rescue CD...
Its an iso file you need to bootable from an iso file.
making iso bootable
1. Burn the iso to a cd or dvd using any Image burning Software such as nero or ashamboo.
and boot from it
2. another way is to boot from the pen drive
Requirements : min:1GB
Method: Download the free software "Unetbootin"
then format the pendrive using Fat32
and use the software to copy the iso file to pendrive
and boot from it
select the option resch32(scroll down the option to see it)

Most likely the hard drive is failing, run diagnostics on the hard drive if you have a resource CD. Or you can download them from support.dell.com
