I thought I had some instructions on that Elgin clock, but it was for a mechanical wind up unit. There were many different models of these programmable clocks manufactured and the instructions differed. And they are just not readily available. I received a sports watch in a trade (with no instructions)and after 3 months I am still trying to determine how to program it!
It might be that the "H" stands for hours and the "S" for set. So how do we set the minutes? I will pose this question to my Internet Clocksmiths Group and see if anyone knows. If I do receive some instructions, I will get back with you.
I would love to help with this problem...but I need to know the Model of the watch first. They perhaps I can give you detailed instructions on how to set it.
You can get instructions from the Citizen web site.
Go to "citizen.com" and on the upper right there is a menu. Click on "technical support" and then on "setting instructions"
Fill in the information required from the back of your watch and then click on "get setting instructions"

Go to "citizen.com" and click on "watch finder".
Put your watch model into the search box on the left and click on "search". Click on the watch to view details. On the right is a small menu, click on "get technical info"
On the right you you will see a list of instructions you can download.
Instructions can be obtained by going to the Columbia web site "columbia.com".
Insert "watches" in the search box (top right) and the next page shows a watch with the title "timing" and underneath in says "PDF instruction manual for watches"
Click on this and a list of diagrams for the watches appears. Choose the one that is for your watch and down load.
When changing time zones, your watch must be manually set for the new time zone you will be entering. This watch is not designed to adjust for new time zones automatically. Instructions for changing time zones can be changed using the directions found on pages 2-4 in your instruction manual. When changing to and from DST, your watch should automatically adjust for this difference with the next 24 hours after the change. If your watch has not adjusted, you may be in an area that is not receiving signal. Check if your watch has received signal by using the directions found on page 1 of your instruction manual. If your watch has received signal in the past and no longer is receiving signal, your watch may need to be serviced or exchanged. go to citizenwatch.com, go to faq and click on "how can i get instructions if i did not receive an
instruction booklet". then you enter your movement caliber number and the rest should be self explanitory. Hope this works, i'm sure it will.
