Test the voltage coming to the motor to make sure it is getting power. If it is getting power check the run capacitor if you have a tester.

there shouldnt be anything on a window unit that a vacuum could hurt but you might wanna be sure there is nothing like dirt dobber nest or something that might stop up your vacuum

If you have a low pressure switch on your air conditioner it's opening and closing, because you don't have enough refrigerant in the system or it's cycling on the thermal overload in the compressor because it's getting hot.
You need to charge your system to approximately 12° to 15° superheat not by pressure.
