It depends on the medium. If the game is physical (on a BluRay disc you purchase at the store, for instance), then you can play it on any XBox One console. If it's obtained via download (even if it's a game you purchased a code for), it's associated with your XBox Live account, and this does restrict access. Gold accounts also require you to tether them to a "home" XBox One, but the chief purpose is to allow other non-Gold accounts on that console to access Gold content if they share it as a home XBox One, not to further restrict game sharing.

I ahd this problem with COD: MW2 i put the disk in and it came up saying can't read this. So i left it in and thinking nothing of it turned the xbox off went back to it a couple minutes later and it started no problem.
So put the disk in turn the xbox off and back on then it should load the game fine.

The reader is probably dusty. Try to blow in it to release dust then get a clean small cloth and wipe both the game card and the readers in the console.
