Have disconnected all lines in and still error message says to turn off and restart, but still blinking error light
Error Code C000 refers to a paper jam, even caused by a small piece of paper. Sometimes you can reset the error by opening and closing any access doors.

This some times works.
Also if you are using the Refillable ink cartilages stop they always cause major issues
1) With the printer powered off but connected to a power source, press the Power button while pressing and holding
the Stop/ Reset button.
2) When the Power is lit, press the Stop/Reset button two times while pressing and holding the Power button.
3) When releasing the Power button and the Stop / Reset button (regardless of order), the printer will move into a
service mode. (Waiting for menu selection)
4) When the on/off lights in green, press the Stop/Reset button the specified number of time(s) according to the
function listed in the table below.(Each time the Stop/Reset button is pressed, the LED lights alternately in
orange and green, starting with orange.)Note: press 4 times for waste ink counter reset.

You may not see a paper jam, so this is worth trying.
This may work for you, it has worked for many here I given this advice so gave it a try it could work for you. Generally when this happens, something has fallen into the printer, or a piece of paper has been jammed in there.
First step, remove the ink cartridge, and turn the printer upside down and gently shake it, see if anything comes out.
If nothing goes, or you can't hear anything rattling around, get a piece of cardstock paper (60lb or heavier) and gently push this through the printer, to see if it will help push out what might be stuck in there.
And gave the rode that the ink slides on a good clean and maybe a bit oil on cloth and wipe the rod with it.
Also clean The purge unit, called a spittoon assembly in an HP, Lexmark, Caonon and other inkjet printers, is where the print head assembly parks when not in use, also its other job is to clean and make sure the print head is clean and open for printing.
That is where you'll find the print head assembly parked on top of it.
It also has an electrical pump to milk the print heads and test for ink flow.
So clean all under where the heads are parked and on IP6600D models you can take out the heads just by clipping them out, and then clean well.

The "error C000" displays when the ink cartridge is not seated properly. The easiest way to resolve this is to remove an incorrectly inserted ink tank. The top portion of the ink tank should be in place and the top portion must go beneath the ink color name sticker. Here are some steps that you may use to correct this problem.
1. Unplug the unit from the power outlet.
2. Open the top cover and move the print head holder to the center. Print head holder may be at the left side of the printer. Lifting the print head holder before sliding it to the center may help you do the operation.
3. Remove two left most ink tanks following the procedures below.
--> First, push down the upper part of the ink tank until it slides under the cover so that the ink tank fits into place.
--> Then, push the latch lever in the direction of the arrow and pull out the ink tank.
4. Pull out the rest of ink tanks one by one:
--> While holding the upper part of the ink tank, remove the ink tank by gently twisting it.
5. Turn ON the printer again.
6. When the Print Head Holder moves to the ink tank replacement position, insert the ink tanks properly.
--> Do not hold the Print Head Holder to stop or move it forcibly. Do not touch the Print Head Holder until it stops completely.
