Question about Garden
Check for wires that are broken, or shorting to the body of machine. Do you have a fuse in this line, if so possibly the fuse is blown. Were the switches you used new or in good condition? Only you know what your looking at. GOOD LUCK FRIEND.

Check all of the wiring to the switch and the PTO clutch. You may have a wire that is either rubbing on the frame and shorting out or the two wires are rubbing together and shorting out...you have stated that you have checked the wires, but make sure to untape everything and check all parts of the wiring...
If all of the wiring looks to be in good shape and there are no scraps or scuffs, then the PTO Clutch is going bad and the magnetic clutch is either shorting or pulling too much current to engage it.... it will need to be replaced... not an easy project most of the time.
These clutches often do fail, and because of the heat of the engine and such they are usually very hard to remove. Make sure to have a good puller before you even think of trying to get it off of the shaft.
Bottom line is that it seems as though the problem is probably the electric clutch...

Check the voltage on the wire(s) connector to the PTO switch. Sometime portion of the switch can go bad. If you have voltage coming in to the switch check the output voltage going to the clutch..
