Could also be slipping at the pinion gear to drive the wheel. There is a roll pin that could be sheered allowing the gear to slip.
Is the shaft turning? If the shaft is not turning then the gear box is bad.

SOURCE: Slow speed on one side.

Check to be sure there is not a lot of grass and debris packed in spaces that prevent proper movement of the control arms.
If the control arms have free range of motion then you will need to check your fluid level and purge the pumps.
To purge the pumps jack the unit up and place on jack stands so that the drive wheels are off the ground. Release the transmissions so that they are in freewheel. Start the unit, release the brake and work the control levers slowly to full forward then full reverse 6 times. Shut the motor off, lock the transmissions back into drive. Start the unit and work the control levers back and forth 6 times again. Take down off the jacks and check fluid level. If there were any air pockets in the pumps this procedure would have purged the air out.

usually if the pins are pulled out that is the freewheel position. push them in to drive. if the trans locks in drive and it is hard to push it should be ready to mow. unless the drive belt is stretched or broken or a linkage is out of adjustment or broken.

first check the air pressure in the tires make sure they are the same then move the linkage rods on the slower side to balance the speeds out if it doesn't balance out you might have a pump or drive motor failing each side has its own pump and drive motor assuming you already check the fluid level

How do I replace the torsion spring in the handle of a Toro Personal Pace lawnmower?

Thanks so much Jamie. I had the top of the handle off but couldn't get any
further. I had to use a screwdriver on one side to get the brass bar out of the
plastic channel (I was afraid I would crack the plastic but didn't). I was able to remove the bar from the handle by myself with lots of effort ( BTW in your
solution did you mean your son pulled vertically up on the handle while you pushed vertically down on the bar?). I had one foot on one side of the handle and pulled up on the other side while pushing down on the bar. Isn't the web and Google amazing. The Toro sight didn't have a service manual. So I just typed "How to replace the torsion spring on a toro lawnmower" in Google an the question came up. I think Toro has a design issue with an overstress point on the spring. That part is on back order at the factory.

My toro 20016 self propel is only turning the right wheel

Remove the left wheel and check the gears inside the wheel and the drive sheft. They might be worn or sheared and need renewing or maybe they just need oiling. Spray them with WD 40.
