Is orifice that gas flows thru into burner clogged/restricted? IF not, then Ignitor may be bad; I would replace it. If still same issue then gas valve is bad. Thanks, please leave feedback or contact me again for more info if you need it. Flame height does not change regardless of your setting- it's either on or off; thermostat is not like an accelerator. Look for a small hole or two in the part the pilot flame comes out of. These may be partly blocked. They allow air to mix with the gas for the pilot.
