its a VW for any american mechanics reading this and a skoda is now a glorified VW but a very nice car ,now as for this fault then iam at a loss as these cars never go wrong but you havent stated if the starter is clicking and not turning or if the relay is clicking but as this is a auto version it could be the inhibitor switch but without my head under the bonnet or more info i cannot really tell you ,could even be the immobilisor or the electrical switch on the back of the ignition key ,If you cannot find the fault then you can manually overide the starter by making sure vehicle is in park ,turn ignition on the using a piece of wire or a small screwdriver to bridge the fat terminal with the small one this will activate the starter to start it so you can get it to a garage.Now certain year vehicles will immobilise themselves if you change the engine oil as this turns on a sensor that engine is low on oil and this will stop vehicle from starting and only the dealer has the software to release it but if this is your case i know a way around this .

most of the clutch hidraulic systems do not have purge valbe for air when I have that problem i follow the same steps of the brakes system and when the fluid is presurised I losse the bottom endon the clutch cylinder a few time untill no bubbles come out and that work for me very good.

After 2001 your car is fitted with CECM central electronic control module. It means that is case your bulb is brokek , CECM will not send power on the bulb until you replace it. If your can stays in ignition, cecm remember last connections to bulb. After you replace the bulb you have to remove key form ignition and let system to recognize working bulb.

I hope you checked all fuses before...

Side light change

Use a plastic spudger to pry the side light out. Then you can open the light-housing and change the bulb. Check if it's working first. Make sure to clean both surfaces before popping the side light back in place.

My Skoda Octavia '97 lighter don't work.

The lighter socket has a separate fuse. I'm not really sure where the cockpit fuse panel is located in your model (didn't have myself), but I'm sure it should be documented in the owners manual.
Later models had the fuse panel at the left dashboard side which is accessible from the opened drivers door. (UK: possibly mirrored) I can imagine the early octavia still has the fuse panel under the dash either at drivers or passenger side. This was usual for a long time.
