If won't arc, then the feed is not moving the wire because the trigger button is not making a connection. Bad trigger. If the wire does feed, then your cable connection is responsible and needs cleaned and tightened.

SOURCE: Have a ground and wire is running but will ark intermited

There are two items I would like you to do:
1) Change your contact tip and try again. Make sure the wire is running smooth thru the gun. If this not cure the problem then go to step two.2) Change your wire. If it is too old probably is rusted and not making proper contact.Hope this help.

Get someone with electrical knowledge to test the circuits. Do you mean an Arc Welder or do you mean a MIG Welder? They are completely different in operation.

check you ground cable, try to strike and ark on the ground cable, if no ark test the ground circuit if the circuit is ok you will need to have the transformer tested and for that you need some specal tools.

Millermatic251. After turn on, the gas pulses or puffs at about 1 sec intervals, with the trigger off. When I weld the gas works ok. Any ideas?

Sounds like a shortcircut ( probably a burnt wire) on your gas solenoid intermittently arking to the body of the welder if you are using a two stage handpiece it could be the trigger.
