If it's not starting with starter fluid, and it only has 15 hours run time, I'd say you may an ignition problem - no spark. Have you tested for spark? First, try a new plug (sometimes you get a factory reject). If it's a NO GO, try this: disconnect the spark plug wire at the plug. take a small stick, a chop stick or Popsicle stick and tape the stick to the plug wire with the end of the stick extending about 2 inches beyond the connector. Lay this end of the stick along side the plugs insulator just below the plugs electrode, leaving 1/4" gap between the plug and the electrode. Now pull he engine over. If you don't get a hot spark jumping the 1/4" gap between the wire and electrode you've got a bad or mis-adjusted ignition module.

If it start with a little induce into the carburetor throat then check the fuel bowl bolt is clear as it is also the main jet for the carburetor. They tend to clog when the engine is left sitting long periods of time.

Okay then you do have an ignition problem. Check the plug is arcing across its gap. If it is then it could be a number of things related such as a sheared flywheel key, a struck valve or anything that cause an loss of compression. If you don't have the needed test equipment you may need to let a shop take a look at for you.

Starting after useing

Remove the spark plug, attach the wire and lay the shell on engine metal. Pull through--any spark? If nothing, take the machine back to the dealer for warranty service or exchange. You seem to have followed all the procedures necessary. Hope this helps!

The last time I used the mower, it was running fine then cut off while I was mowing. I haven't been able to get it restarted. I changed the spark plug, filled the gas tank and added oil. It still will not...

Maybe the ignition module is gone bad. It helps fire the spark plug to make the motor to run. Also if it has a stop cable on it make sure the cable pulls back far enough to pull the flywheel brake off the flywheel.
If your mower was running then quit, it sounds like the ignition module bad.

Your cat is plugged, its not letting your exhaust leave the engine thus causing all these problems. You need to get it changed as soon as possible. You can get a shop to put in a universal one they are usually very cheep but do it soon. They can get hot enough to start a fire as you have already seen.
