Plz help. I want to update my iPhone 5s to newest iOS 8. But my iPhone doesn't have enough space, I have deleted all files ang app I can, but still unable. Last days, My friend told me an iPhone Cleaner, but the operation must through Mac. For I only have a Windows PC, is there anyway else?

Yes, update using the iTunes won't require your iPhone space.

I think, you have tried an online firmware update. Please let it finish. Memory full does not always means the storage is full. At technical world, memory actually means the Ram. You must not keep open many programs. Please try closing them to get free memory.
Unnecessarily opened programs take the memory.

This is a software glitch. Try to uninstall the tom tom software and re-install it then perform the update.
