You will need to remove the front of the dryer. This process is easier for some models than others. You will need to take the lint trap out on the top. Then remove the two screws that hold the top panel to the lint screen holder. After there are two clips between the top panel and front panel about 3inchs in from the outer edge for the appliance. Push them in with a flat head screwdriver or a putty knife. This should reveal about two or 4 screws that hold the front panel on. Remove these screws and the panel should lift out.(Note: there will be two wires for the door switch). (Caution the drum will fall out at you a little bit.) Remove the old belt. Then put the new belt around the drum and put the drum in place as well as you can. Next to the motor will be a tensioner pulley, you will need to feed the belt through the tensioner pulley and loop it around the end of the motor. (this is easier said than done) But once you have accomplished this you should be able to reassemble the dryer.(Note: don't forget to put the wires back on the door switch) Good Luck

SOURCE: how to fit a new belt to a hotpoint condenser dryer TDC 32

My advice to u would be to call an engineer to fix it, as it it involves a complete strip down, and is not an easy job to undertake unless u are prepared to spend a lot of time and effort, I speak from personal experience, so I know what I am talking about.
But again if u think u can do it then good luck, but don't say I didn't warn you!!!!.
Plz rate my suggestion.
Thanks

Is there a belt tightener you missed when you installed the new belt.
Check and see if there is one that fell down out of sight . Should have a spring on it if there is one.

Pop the top (spring clips) remove the front - use care with the wires. Find the belt tensioner on the floor of the dryer. Do a complete cleaning of the inside. Put the new belt around the drum get an assistant to help you hold the drum while you thread the belt through the tensioner and place the tensioner in the tensioner holder slots sin the floor. Put the front back on, snap the top back down.

Allow 2 hours for this job.
