How much weight support according to specifications

(You didn't say which chair.) From a warranty sheet that came with a chair: "Warranty is limited to normal usage, not exceeding 40 hours per week and 250 lb. weight."
Tempur-Pedic seating (Raynor Group), model TP4100 chair. $300 (December 2015).
Cheaper chairs can have lower ratings.

The height-adjustable seat back of my chair tends to fall down, as if it is too loose. Is there an adjustment to tighten this?

The "softness" is similar to shock absorbers in your car. They get tired with time. Most likely you will need to replace those parts. Or a lightly used replacement may be more cost effective.

How do I lower the back?

To lower the back, lift it until it stops firmly. Now let it fall all the way down. (It might need a little push to go all the way down.) To raise the back, lift it slowly until it clicks once. Each click is a height setting; it will stay at that height. Repeat until the back is high enough. To go back down, start over.
(This definitely applies to Tempur-Pedic TP4100 Office chair.)

Seat sloped too far forward

You need to be sitting in the chair and the middle lever is the one which releases and secures the angle. I find the adjustment is easier if you release the backrest lever, the third lever to the rear, lean back in the chair which will raise the front seating cushion while moving the backrest back. Using you feet on the floor push back in the chair until the seat feels better. When it is at an angle you like, push the middle lever down to lock the seat in place. Then adjust the backrest with the third lever.
