You can also press F8 at the boot screen until you get the advanced boot menu, scroll down to repair computer as previously stated. do not attempt start up repair, and when presented with the repair options click on cmd prompt.
type bootrec /rebuildbcd
type bootrec /fixmbr press enter
reboot the PC.
if no help repeat same steps once you get to cmd prompt
type checkdsk c: /r press enter and wait for the process to complete. May also be able to rescue the system.

After trying the steps in other post you could try a PC Restore.
Dell Factory Image Restore The Dell™ Factory Image Restore tool replaces PC Restore. Access it from the F8 boot menu.

These are the steps in performing Windows 7 PC Restore:
Step 1: Backup important files and data
Step 2: Remove non-essential peripherals
Except for the monitor, keyboard and mouse, remove all external peripherals including scanner, printer, modem or network cables, Personal Digital Assistant (PDA), USB flash drive or other external Hard Drive, any other external devices (e.g. USB-attached devices), remove the computer from the docking station if you are using one.
Step 3: Restore the computer's software to original condition
Turn on the computer.
As the computer starts, press <F8> on the keyboard until the Advanced Boot Options menu appears on the screen.
Press the <Down Arrow> on the keyboard to select "Repair Your Computer" on the Advanced Boot Options menu, and press <Enter>.
Specify the language settings that you want, and click Next.
Log in as a user who has administrative credentials, and click OK.
Click Dell Factory Image Restore.
In the Dell Factory Image Restore window, click Next.
Click to select the Yes, reformat hard drive and restore system software to factory condition check box.
The computer is restored to the default factory configuration.
When the restore operation is completed, click Finish to restart the computer. The software is now installed as it was when the computer was first received.
Step 4: Restore your personal files and data from backups

There are a number of possible causes for BOOTMGR errors, including the most common "BOOTMGR is missing" error message.
The most common reasons for BOOTMGR errors include corrupt and misconfigured files, hard drive and operating system upgrade issues, corrupt hard drive sectors, an outdated BIOS, and damaged or loose IDE cables.
i strongly suggest formatting your hard disk drive, and reinstalling the recovery CDs
if you dont have them, get Dell to send them to you -- it will cost you money

Hi it seems that your Operating System is corrupted, I can give you a link of step by step ways on how to recover it because for sure you got tons of important stuff saved in your computer but you would need you Operating System CD to do this step, but theres still a way for you to find out if "Repair your computer" is present in " Windows Advance Option,how? Most likely the hard drive is failing, run diagnostics on the hard drive if you have a resource CD. Or you can download them from support.dell.com

SOURCE: I compressed files for more space,now i can' reboot to windows.My screen says,Bootmgr is compressed(press ctrl+alt+del to restart but nothing happens.keeps booting back to that screen.Please help!
When the computers is booting up try pressing f8 till you get to a black screen and click last known good configuration... This should help.... Or else you'll need to install the operating system again
