Question about Kenmore Kitchen Ranges
Normally I would expect the user manual to cover this unusual behavior, but sometimes they don't. Most new ranges have a considerable amount of electronics controlling things like temperature etc. These controls used to be mechanical, and not so sensitive to heat. This likely is normal operation, and that the fan is blowing cold air in order keep the electronics cool, and to extend the life of the components -just like a computer.

SOURCE: ceramic/glass top stove
Lift the ceramic top and look at the burnner to see if it is bad or not.
You only have to take 2 screws in the front of the ceramic top at the bottom, just open the oven door and look at the corners.
Don't forget to unplug the stove first

make sure you are using the cleaner properly.
best way is to put it on like you would wax a car.
put on a heavy coating of cleaner and then let it dry, once it is fully dry, then use a wet towel and wipe it off, then dry with another towel and polish it to a shine. this should allow the stain to be absorbed into the cleaner and then will leave a "wax" on the surface to help prevent any future stains from happening.
if this doesnt work, then put on more cleaner and lay a wet paper towel over the stained area and cleaner. this will allow the cleaner to dry slower and should help to remove any stains.
by the way not all stains will come off the first or second cleaning.
just keep trying and the stain will come off. and if you get a spill again, wipe it off as soon as you can, even if the glass top is hot, it will help.

You can replace the failed component which is either the burner or the switch that controls the burner. A voltage test would have to be done to determine which compoonent has failed. Generaally it is worthwhile to repair the range.
