If these are both Android devices you can log into your google account on both devices using google apps.
Here is a link to googles instruction for doing this.

a 6ya expert can help you resolve that issue over the phone in a minute or two.
Best thing about this new service is that you are never placed on hold and get to talk to real repairmen in the US.
New users get 2 Free calls (no credit card required) and instant help on almost anything you can think of (from cars to computers, appliances, handyman, and even pets).
click here to download the app (for users in the US for now) and get all the help you need.

Call *228. Either you can update the roaming capabilities pressing 2 or programm your phone pressing 1.
I resolve the problem pressing 1.

SOURCE: my samsung phone is asking
the pin numbers are available with the sim card only...
however if you entered the pin number incorrectly 3 times, then the sim card will be locked and you will need a PUK code,i.e, Personal Unblocking Code
this code will be provided by your service provider only....

SOURCE: My phone is not able
I would suggest contacting the your cell service provider and informing them of the problem, they are able to reconfigure your device from their end and that may work. Aslo be sure to ask for a prorated bill so that you get money knocked off your bill for the inability to recieve text. Another suggestion if that does not work depending on the exact model number of your phone would be to perform a hard reset, which is described below. If this does not work repost your phones model number and we will do our best to figure out a solution.
1. Power off unit
2. Remove MMC/SD Card or Dummy card.
3. Press Record Button while pressing Power button to switch on.
4. On the white screen, press the action button of the Joystick.
5. Choose Erase IPSM.
Why remove the card? Because with a dummy card in it, the phone gets fooled into believeing that there is an SD card in it and tries to read it...
And, if there is an SD card in the unit, more options appear other than just erase IPSM...
this I think is a safer process.
