To test any power supply there are two methods.
1. using a multi-meter. This should only be done by someone who understand which wires have voltage.
2. a dedicated power supply tester. These are much safer and easier to use. They can usually be purchased from electronics shops such as Radio shack. or online at pretty reasonable prices.

First to be check is your power supply. Used power supply or brand new ones, does not matter as long as it is working properly, with correct voltage and ampere rating. Check your power supply with a voltmeter. Please take note also the total watts you need.. If your power supply is running good, problems will go down the line, the Motherboard. Remove all devices (hard disk, cards, memory, etc) just the motherboard, just to see if the motherboard is working right. Your should be hearing a beep sound indicating that the board is alive. If yes, you may reinstall the rest of the devices you removed.

One bad lead can cause a computer to continue on a cycle or to shutdown or fail to detect or boot up your hard drive
Test all leads that attach from the ((motherboard to your hard drive)) including electrical extensions,IDE,SATA
the leads from your motherboard to your hard drive make sure they have a secure connection and are not faulty or just replace them there probably old and faulty
make sure all leads that are attached to your drives dvd\cd 3 1/2 inch floppy have secure connections and are not faulty or just replace them they are probably old and faulty ?
