Did you partition it first? It needs to be partitioned before you can format it. (Sorry if you already knew that)

How do i fix my usb flash drive .. it keeps going raw when i try to convert from fat32 to ntfs

When you say try to convert, you mean reformat from fat32 to NTFS? Depending on the size you may not be able to write it as a NTFS. Also, if you have anything on it you want to save, you need a raw recovery tool Squidoo has a good one.
However, if it won't let you format to anything and keeps reverting to raw, most likley your drive is damaged beyond normal repair.

What size is the card you're using and are you shooting RAW or the largest JPG files the camera will allow, or a combination of RAW+JPG?

Hard Drive RAW System

Run diagnostics on the drive it may be failing. If it's ok you can try to reformat it from Windows Disk Management.

Or if you need to recover data for remote data recovery and do-it-yourself data recovery see http://FreeDataRecovery.us

I want to convert my PC hard drive from RAW to NTSF with out reformatting

You can try this: http://support.microsoft.com/kb/309000
But you will more than likely need to format. There is no other way to load a NTSF partition. There are partition recovery tools that can read it though, if you are sure the partition was there already. You can try something like http://www.minitool-partitionrecovery.com or http://www.partition-tool.com/easeus-partition-manager/ (this one is really excellent!)

Reformatting the hard drive

if you have a spare cd lying around, one way is to download HBCD

which contains several utilities for reformating hard drives.

http://www.hirensbootcd.org/download/

I recomend using the dos program option, and selecting hard drive tools, and your manufacturers tool. select write to zeros, and that will completely wipe the drive to its raw state.

NTFS harddrive now reads as RAW

After experiencing the related hard drive RAW file system issues last year, I did have learned that the related RAW drive data loss troubles happened to people after they did have rudely extracted drive out from computer, sudden computer crashing or hard drive corruption, etc.
However, no matter why and how it occurred to you, you are supposed to recover data from RAW file system drive with the help of hard drive raw file system recovery software.
And then, format this drive to convert RAW to NTFS or FAT32 file system.
So, you may also go take chances.
Also make drive data backups well on several drives from now on.
Hope my experiences also give you useful clues.
