I can find no way to turn off the touchpad and it's screwing up all my papers

I am assuming that you are accidently bumping your touchpad while typing. There are several programs out there to correct this issue, but the easiest one i have found is called TouchFreeze. It disables the touchpad whenever your are typing.

Touch pad is turned off.

Well, I'm not able to find your computer model with the info you've provided. What I would suggest is: If there is a keyboard combo (the Fn key plus a special function key with a picture of a mouse or touchpad on it), press that combo to turn on the touchpad. These days it's advantageous to turn the touchpad off to avoid accidently touching it. You can also check in the device manager to see if the touchpad has been disabled.

The two buttons on touch pad do not respond, can they be removed for cleaning like a keyboard or haveI disabled them accidently

The buttons on the touchpad are an intergal part of the palrest and cannot be taken out.
Boot the laptop up into the BIOS by pressing F2 when the Dell screen appears.
Not being sure what BIOS rev you have all I can advise is to look through the BIOS and insure that they haven't been disabled.

Try pressing the holding in the Fn button and pressing F9

This should disable the touchpad, if it doesn't then you will need to disable it in mouse properties in your control panel.

Keyboard jumps around, different lines, too many back spaces, illogical

Are you accidently touching the touchpad? I bet that is what is happeing.
You need to use a mouse (if you can disable the touchpad so much the better.

A very common problem.

If you use a mouse, try taping a piece of cardboard over the touchpad to keep it from doing that stuff.

My cursor on my toshiba laptop keeps jumping when am typing

Ive seen this problem a few times, the problem is that your accidently or inadvertently touching the touch pad as you type. To fix this just disable the touchpad when your typing or put a piece of paper over it. To disable the touchpad it varies on different models but can normaly be done with a button near it, a FN and F1-8 key combo or through the touchpad driver on the task bar. Consult your manual for information on how to disable this.
