The heat is set to on but the blower fails to start. To protect the unit the heat will not run without the blower. The start capacitor for the blower is the most likely failure.

Fan blows but no heat. Green light flashes four times

If the fan blows and green light flashes. When the green light is fix, it means the time is set to start your heat pump. Check your electrical control and wiring for any damages including the terminal lugs, capacitor, or relay. Check also if the thermostat is working. If your heating comes from heating coils, check continuity of the heater wire including the overload. Replace any defective parts.

Hi lvadim1993,
In other word your PC works intermittently. Here is what you have to do. Check and remove the processor cooling fan and heat sink clean the cooling fan and heat sink. If you have a thermal compound remove the old thermal compound and put a little amount at the center of the heat sink. Reinstall it back the processor cooling fan and heat sink and make sure It install properly even and snag tight. re plug in the cooling fan connector to the motherboard. If you have a video card remove and clean the video card connector and the cooling fan and heat sink with air blower same also to the memory card. Use the air blower to clean the motherboard and the entire internal of the PC. Reinstall the video card and the memory card and make sure that they are install properly. replug in the video cable and the pc power cord and turn on the PC. this will work. the computer is just over heating. I hope that this information will help you solve the problem.

My samsung HT-Z310 is flashing blue with the word protect on the display and the fan does not come on straight away is this the problem?

See the link below for an explanation of protect mode. The fan does not need to start immediately as it is load dependent. The fan will kick in based upon the output volume level or heat level. If you are interested in repairing this, I would suggest that you invest in a detailed repair estimate. Report the results here and we'll walk you through the actual repair.
