The same way you make the minus sign for a local call. The - and + in phone numbers is only punctuation to make the numbers more readable. Just ignore them and dial the digits.

Why is there a plus sign before certain phone numbers?

The + sign indicates the international codes. Thus instead of 0091... being international code for India and 001... for the US and Canada, +91 and +1 are on the mobile. If my number is 9878472630 then the std code is 09878472630 and ISD is 00919878472630 on landline phones and +919878472630 on mobiles. Please feel free to ask more if not understood.

Ignore the + sign, you do not dial it, similar to how you do not dial a - sign in a local number.

How do I add the "+" sign to send an overseas tax?

There should be no need to get the (+) sign. Dialing 011 + country code + phone number should allow you to directly call the fax you're trying to reach. This link will explain the process as well as supply country codes. I hope this solves your problem. Best of luck to you.

Need to send an overseas fax - how do I get the "+" sign before the fax no?

I don't know what you mean about a "+" sign. There is no sign necessary. For example: You can't do it on a regular telephone call either.
If you're having trouble figuring out the dialing codes, this link may help:

How to get

You don't dial the plus. It's just there to indicate that what follows is a country code. So, for instance, North America is +1.NPA.NXX.XXXX ... but you don't have to dial +1, you just dial 1.

If you are dialing from North America to somewhere else (e.g. +44, the UK) you generally need to dial something first, like 011 to indicate an international call... I mention this only because it took me a while to figure it out the first time I had to call overseas.

Urgent

you do not have to dial the "+" sign...

people just put it the phone number to make it easier to read...

assuming you are dialing FROM the US,

Dial:

011

<country code>

<area code, or whatever they call it>

<number>

Example: to call Brazil (country code 55) in the Rio de Janeiro area (area code 21) to phone number 123-4567, i would dial:

011 55 21 1234567
