It's difficult to say without knowing what model of radio you have but the first thing you should check is that they are both on the same channel (of course) and, if your radios have this feature, that they both have the same squelch code (sometimes called privacy codes) programed into both radios. Check your owner's manual for that info or Google search for your brand of radio.

Without knowing the model number, here is what I would try:
1 - Fresh batteries
2 - Set radios to same channel and pl code
3 - Set volume to mid range (the louder you set it does not make it transmit any better - volume is for listening)
4 - Key one radio with the other nearby and see if it responds, and then key the other
5 - If nothing happens, one or both are bad. If they are within warranty, take them back.

It sounds as though the CTCSS or DTS coded-squelch modes are engaged and the CTCSS or DTS codes do not match. You can check this by engaging the Monitor Mode and testing the radios. Here is the manual for the T4: http://www.motorolasolutions.com/web/Business/Products/ConsumerTwo-WayRadios/MOTOTLKR_T4/_Documents/T4_Manual_v1.pdf
Page 8 tells you how to engage the Monitor Mode on the T4. The procedure should be the same or similar for other models. Older models may actually have a "monitor" button. In monitor mode the radios should talk to each other. If they do not then one or both of them are malfunctioning and will need to be repaired.

The privacy code setting must be the same on both of the radios if they have this feature and the radios must be on the same channel. If the radios are too close or too far away from each other they may not be able to communicate. One or both batteries may be too weak to fully transmit a signal. And it is entirely possible that one or both of the radios may be faulty.

Press the Monitor button on the one you are listening to and transmit on the other radio and notice if you can hear it. Then switch the radios and try it. Make sure they are both on the same channel.

I can talk but cant hear

Check your Code setting. Both the frequency and the code must be identical for the units to communicate. Shut off any special features and keep the radios at a simple setting until you get communications back.

My Motorola mr350 2 way radios are brand new but just stopped communicating. I cannot hear or talk using any of them. Don't know how to fix it

Try reprogramming your radios back to a very basic mode with all the special features turned off (or set to zero), including the interference eliminator code, Qt filter (if any), and call alerts, etc. Make certain your frequency matches on both radios. The radios should communicate easily in this configuration. If not, since they are new radios, contact Motorola using the number your user guide and talk to them about warranty replacement.
Best regards.

Volume

If you are talking about a new from the factory radio, there is no way to increase volume. If you are talking about an existing radio which has lost volume over time, short of cleaning the grill of debris, and using a known good battery, there is no fix for low receive audio.
