Question about Pool & Spa
Balboa Hydra pak?
The problem you stated is not clear.
Check for proper voltage to the main terminal block. You should get 240, reading across both the line terminals, not one to L1 and the other to ground. Across both hots. If you have only a 120 volt system then make sure you have 120 at the terminal block.
Your comment "I have power at..." is very vague. How do you know you have "Proper" power?
Replace any bad fuses with like.

This sounds like you have a problem with your pilot. You can check this with a small mirror to see if their is a spark when you turn it on. If you have any soot build up on the pilot that will stop the spark and keep it from lighting also. If you have a short on your pilot wire this could be the problem also. I hope this helps, good luck.

Pump one is the pump that does all the work in your spa. It handles the heating and filtering. If pump one does not work, It will not heat. It is likely pump one is gone but a technician would be needed to determine if it is the pump or the spa pack.

So I assume you have pressed the button by pool to select the pool thermostat? If this doesn't work sounds like another mother board problem, or try powering down the unit a few minutes then restart. IF you haven't pressed the pool button, the read this: The heater comes factory set at 78° F. for the pool mode and 100° F. for the spa mode. If it's in spa mode it's trying to get to 100F. Using the up and down arrows, you can set the thermostats to a minimum temperature of 65° F., or a maximum of 104° F. If you desire to heat only one
body of water, the thermostat is capable of an off mode. As an example, if you only wish to heat the pool and not the spa simply depress and hold the spa down arrow, and the thermostat will lower its setting to 65° F. then go to an off mode.
