Have you tired to adjust the volume of both the handset and base station?
Lift handset
Press + or - repeatedly to select the desired volume. - Repeatedly To turn the ringer off.
Base unit Press - or + repeatedly to select the desired volume. To turn the ringer off, press and hold - until the unit beeps
For the base station set the ringer switch on the base from high to low. To turn it off select off. You can find that switch on the panel where the phone plugs into the wall on the far left.
The handset is adjusted the same way on the leftside as you are looking at the phone.
go into your menu then settings then ringer volume or just look on the side of the phone and you should be able to turn it off by the volume control on the side
The VT-9118 can use one of 4 different ring tones, and can be turned off.
To reset your ring tone:
Remove the handset from the base.
Press PROG. You should hear a single short beep.
Press #. You should hear a single short beep.
Press a number 1 through 4. You should hear a long "ring" tone (it might be startling!). You can try other numbers from 1 to 4 to hear them all.
Press MEM to confirm your ring. You will hear a medium beep.

I had the same problem. If the phone is plugged into an outlet with any other device, the phone may stop ringing until you plug into an electrical outlet where it is the ONLY device using that outlet. This has worked for me
