It`s no reaction at all
The issue may not be the charger, but could be the battery or possibly the motherboard.
If you have a multi meter you can test the voltage from the new charger to make sure it's functioning. It's a good idea to test the old charger as well to ensure it is not the charger.
Next option is to replace the batter with a new one. Allow the new battery to charge for at least 8 hours before trying to turn on the laptop.
If a new battery does not fix the issue, the only other part is the motherboard.
