Be very wary of that sort of thing - particularly as you are calling an unknown number and - perhaps they want you to put in some numbers according to their instructions to 'have your phone opted out' - I'd risk the marketing people myself - I have such fun winding them up with various stories.

No, usually what I would do iss right after a telemarketer called, I would block that number. That way they wont be able to call back again.

Is everyone's cell phone number being released to the public and will we receive telemarketer calls unless we call a specific number to stop them?

No, your number is not being released to the public. But at the same time be smart, keep it off of places like social media I.e. Facebook, Twitter etc. Then more exposure you have, the higher the likelihood for telemarketing, spam and so on!

A number called in from 000-000-4206

Likely a telemarketing company using that number to mask their real number.

Send me the name of the person whose mobile number is 9928732154 and also send me his address

That number doesn't exist in the US. It's probably linked to a telemarketing phone number and could also be a possible scam. It's also an area code that is used by OffShore contract companies in countries such as India, for their workers to be able to have a US phone number. That way, they don't have to pay International rates on the calls.

How do I increase the number of rings before my LG rumor goes straight to voicemail? it's currently on 4 rings and I don't know how to change it. I'm with Bell.

Get a different phone from a company other than LG. Also get a different carrier if you are using verizon. Neither company actually wants us to know how to change the number of rings. Neither company has customer service that knows how to change it as well.
