We've had the humidifier for a while now and I've always done usual maintenance seasonally. I've noticed though that the water level does not drop. I remember it used to make the bubbling noise like the water coolers do but it does not do that anymore. The water level does not drop even when run throughout the night. I've used vinegar to clean any buildup of minerals, what else can I do? The fan is working just fine just having problems with the machine not using the actual water.

Suggest you try using distilled water in the Humidifier in the baby's room. If your seeing that much dust you must have heavy hard water in your borough, suggest you replace the filter more often & or Demineralization Cartrid if your not already doing so.
Hard water is tough on many things in your home. Washing clothing can produce dark & light spots, some rust in color. Build up of rust & minerals through out the water lines in home. Bad taste. Build up of white stains in glasses & the list goes on.
The best choice would be a filtering system to remove most if not all hard water as it enters your water lines. Many companies near you can help you remove this problem. Listed below is one such company.

TRY POURING IN SOME WHITE DISTILLED VINEGAR AND RUNNING IT. THE VINEGAR LOOSEN UP ANY SCALE AND JUNK. AFTER RUNNING UNIT FOR AWHILE, DRAIN OUT ANY REMAINING LIQUID AND ADD DISTILLED WATER OR FILTERED WATER. RUN UNIT AGAIN. THEN DRAIN OUT ANY LIQUID. NOW THE UNIT SHOULD WORK AS NORMAL. IN THE FUTURE, TRY USING DISTILLED WATER OR FILTERED WATER.

Well, let's consider what we have:
How old is the vaporizer?-- Could the heating coil be all limed up?
Lime-Away, or Vinegar might help clear the Calcium and mineral build up on the heating element-
Or there might be a bad connection?-- Do you have any lights lit?
Open it up, and tell us what you find-
