Question about Sony Cameras
When camera is powered up in a flash mode, can you hear a soft wine with it up to your ear? If not, the capacitor is not charging for some reason, usually indicating a major problem if the batteries are good. Did it get dropped or flash used excessively and continuously (they get hot)? Don't know what this camera is worth, but likely not cost effective to fix.

Flashes can fail, especially old flashes. You may need a new one. Although sometimes it's a loose connection. Either way you're looking at a repair bill.
