CANT GET WATER OUT OF FOUNTAIN COVE FAUCET

Make sure all of your supply valves are open. Also, make sure you didn't install it backwards. If the faucet got turned to the wrong side, it will look right but it won't allow the ports to line up.
I also had an issue with a piece of pipe from a big box store. It had a piece of foam rubber in it and when I turned the water on, it plugged the faucet.

You may be experiencing what is commonly called "water hammer" from trapped air in the water lines. The most common way to eliminate a water hammer is to replenish all air chambers with air. You can't inspect them, so here is how you do it. Shut off your home's main water supply valve (usually located by the water meter inside the basement, or on the other side of the wall from the water meter if the meter is outside the house.) Next, open the nearest outside faucet to the water meter. Then open several of the inside faucets including the one in the Master Bath. Last, open the faucet that is at the lowest level of the property (usually the utility tub in the basement). Turn it on all the way to drain all the water from the pipes. As the water is drained from the pipes, it is automatically replaced by air, including the air chambers. The moment the water is completely drained from the piping the lowest faucet should be turned off and the main valve reopened. Aire will be pushed out of the horizontal and open vertical water lines and sputter as it exits the faucets inside and out. When all faucets are running smoothly, close them one by one from outside to inside, lowest to highest. In most cases, this should give you quiet running faucets.

The faucet makes a constant noise when it is on, hot or cold.

The noise is most likely originating from the anti siphon valves in the supply lines. If you remove them, the noise will clear.

The faucet is loose in the sink mounting hole and it cannot rotate.

This is a very expensive faucet-- with almost TOO MUCH STUFF trying to get thru the retaining nut under the sink! The person installing this faucet likely had a 'nightmare' getting all the pipes thru that little hole, and getting the nut and washer to fasten to something solidly!
Have you looked up under the sink, to see what it will take to tighten the large nut around that main faucet body?
Likely your sink restricts contact with normal slip joint pliers, and most Basin wrenches are not big enough to get around that large retaining nut.-- Thus the problems since this faucet was first installed!

So-- Your goal is to get the nut to tighten solidly, and prevent the stationary body from rotating when you try to swing the spout.

NOW-- If the spout has 'frozen' in the vertical tube inside the pivot point, then this has to be dismantled first. Do you have a good parts supply nearby?
Because you might need some 'order only' parts to make this repair--

I suggest you take the make and model numbers (that you supplied us)-- and go to the hardware/plumbing section of the plumbing and faucet supply store you trust-- One that can open a book to a nice big parts blow up of this faucet-- tell him your problem, and see what parts he suggests they order for you-- When they come in, then your work begins!
The parts guy should be able to help you get the right wrench, to tighten this faucet up in that tight spot, too!

May your back be strong, as you work upside down in cramped quarters for a good long day! :-)

Let us know if we can help more-

How do you set up pressure balance in shower tap? Turn off any tap upstairs and it makes a noise now.

That is air in the lines you need to bleed system turn off water open highest faucet and lowest let system drain and then turn off lowest and turn water on slowly so air bleeds out the highest faucet when system is full bleed all faucets out for 5 minutes each it can take a couple of days for air to dissapate from system

Kenmore Ultra Wash water supply started making loud noise while water is entering washer. If you turn on sink faucet at the same time the noise will stop.

It sounds like the solenoid valves which let in the water are not fully opening and causing chatter -- probably corroded . Turning the washer-water supply faucets down (to the left) will probably stop it, but the solenoid valves need to be checked.

The reason opening the sink faucet stops the noise is that it reduces the water pressure to the washer -- this is the same effect as turning the washer faucets down.

Mixer tap makes a noise like a fog horn when cold water turned on

Usually happens when the stops and not ballanced(hot and cold pressures going to the faucet). Try ajusting the stops; open more on the hot or close more on the cold.
