You can do that, with that phone. The Service Provider is 'Family Mobile', and you tried to use Assurance Wireless, so Family Mobile locked the phone to stop you using it.
You're best bet is to always use the method provided by your carrier service. Per example- I have Verizon: My Verizon > My Plan & Services > Family Safeguards & Controls. My Plan & Services is located at the top of the page. Click View Details & Edit (located on the right in the Usage Controls section). Click Manage Blocked Contacts (located in theBlocked Contacts Summary section) to view blocked numbers. -- This is provided from their website.

Hi You have not mentioned the make and the model of the handset. Anyway just go to the block list and see if your brothers number is entered by mistake. Generally in the call list if you press options , the block list is listed in the menu . If the number is listed in the block list you just need to delite it.
I can imanige a way, but have never tested it. Anyway, open the phone dialer. Then, tap the 'Recent' tab and select 'Incoming calls' right beneath that tab. Tap and hold over the number which is constantly annoying you and select 'Add to contacts > New'. Assign any name to it and tap the arrow at the right of 'Additional info'. Slide down and tick the 'Send straight to voicemail?' checkbox.

Have you deleted all your contacts? If not, I am confident that they haven't been deleted. Instead you you have selected Phone contacts and not SIM contacts or vice versa. Try changing these options and see if you see them again.
