You have not mentioned the make and the model of the handset. Anyway just go to the block list and see if your brothers number is entered by mistake. Generally in the call list if you press options , the block list is listed in the menu . If the number is listed in the block list you just need to delite it.

I can imanige a way, but have never tested it. Anyway, open the phone dialer. Then, tap the 'Recent' tab and select 'Incoming calls' right beneath that tab. Tap and hold over the number which is constantly annoying you and select 'Add to contacts > New'. Assign any name to it and tap the arrow at the right of 'Additional info'. Slide down and tick the 'Send straight to voicemail?' checkbox.

Have you deleted all your contacts? If not, I am confident that they haven't been deleted. Instead you you have selected Phone contacts and not SIM contacts or vice versa. Try changing these options and see if you see them again.
