It appears that the controls are covered by a film with symbols printed on it; this shouldn't have disabled the machine and this type of control has no dangerous voltages present so safety is not an issue.
This type of control generally uses small carbon buttons or a tiny enclosed switch assembly and neither of these are very durable and may not be making contact as they should.
Another possibility is that an internal switch that is activated by the paper inserted may have failed.

You seem to have no recourse other than contacting the firm that sold you the machine for service.

Just in case someone comes across this in the future looking for an answer like I did. I jerry-rigged a solution to keep my Tech Solution TS-4500 going as I'm in the midst of a major shred job. Here's how I jerry-rigged a replacement pin for the flap:
1) I straightened a coated paperclip.
2) Wrapped the two ends together in duct tape, fitted to the size of the insert on the top of the shredder that the pin goes into.
3) Snipped off the excess paper clip at the opposite end of jerry-rigged pin, so there isn't more metal inside the shredder than necessary. (Leave enough to attach to the flap [See next step].)
4) Duct-taped the paperclip to the flap to keep it in the correct position.
5) Inserted the hard plastic pin into its slot and then the jerry-rigged pin into its slot.
The flap is able to swing up and down, and I've had no problems using the machine and the machine has had no problems knowing when it's full and auto-stopping.

if you can hear the motor working but the paper won't pull in and shred then you broke a tooth on the plastic gear. This happens when you try to shred too much at one time. It happened to me but I couldn't find a plastic gear or the company to replace the gear. I liked the machine so I made my own tooth with DEVCON home plastic welder. With a little ingenuity and some tools you could try to fix it. Or like someone said buy a new shredder

When the paper is inserted can you still see the cutting shafts turning....if not then take top cover off and chk...you most likely have damaged plastic gear in drive train.

Chances are with this model, you have overloaded the infeed and broke the plastic drive gears.
Good luck on finding service and parts because on these cheeper products, the parts are almost as expensive as replacing the machine.

Your problem is probally with the safety interlock switch on your machine. On the PS-65c It is located on the right hand side of the unit. There will be a tab of plastic on the inside lip of the basket that goes into a slot on shredder head. If plastic piece is bent or broken machine will not operate. If it does not appear broken make sure when you put shredder head on that it fits flush all the way around on the basket. Check to make sure the shredder is sitting on the paper bin properly. Most shredders have a sensor switch that disables the unit if it's not properly seated on the paper bin.
