Sure, I recommend EasyTether which you can find in the Android Marketplace and online at http://www.mobile-stream.com/easytether/android.html. The Premium version of this app costs $9.99 which unlocks secure sites like email. I have personally used this app and it works very well.

If you have to proper codecs installed and can watch it on your phone screen you can output to a TV, bit only IF YOUR PHONE SUPPORTS TV OUT. Chances are pretty good it doesnt, most dont if they dont have a dedicated tv out.

Better chance of getting your tv to support dlna, then just pusb video across the network.

How do i use my cell phone as a modem for my tablet?

You can either use BlueTooth or setup a Wireless Hotspot (to share your cellular data access to your tablet via wifi), depending on the type of device you have.
Regardless, some carries do not allow this feature by default. You may have to call your cellular provider and ask them if your current account supports 'data tethering'.
If not, ask them to enable it, though there may be a fee.

If you don't want to pay the fee, you can present the point that you are paying for XGB of data, and how you use should not be restricted by the carrier. Sometimes they will waive the fee if you are aware that you can consume data quicker and potentially incur overage fees.
That said, if you are on an unlimited data plan, the carrier may not have a tethering option, as this would allow people to use their cellular data for all their devices at no additional cost. So you may have to switch from Unlimited data, to a data limit, in order to enable tethering.

When you tether with your Android-powered smartphone, you can connect to the Internet on your computer from any location covered by your cellphone service provider's network. Tethering allows your phone to act as a modem for the computer. Tethering applications such as Tether for Android allow you to set up tethering without the need to root your phone. Before tethering, check with your cellphone service provider to determine how much data you are allowed to use without incurring data charges. Excessive use of the Android phone as a modem can cause you to exceed your allotted data.

Search the Android Market on your phone for a tethering application. Applications such as EasyTether and PdaNet are available to download for free. Download the application from the Market. Installation begins immediately after the download. When installation finishes, an icon for the tethering app is placed on the Android's expanded home screen. Open a Web browser on the computer and access the site specified in the tethering application's description in the Market. Download and install the USB drivers needed to tether from the site. When installation is finished, an icon for the tethering application is placed on the computer's desktop. Tap "Settings" on your Android phone, then tap "Applications." Tap "Development" and enable "USB Debugging." When the field turns green, it is enabled. Connect the phone to the computer with its USB cable. Launch the tethering application on the phone. Launch the application on the computer. Click the option to connect to the Internet in the home screen. When the connection is established, confirmation is displayed in the status window.

now you have to have a data plan working on your phone.

Got to -

Settings --> Wireless & Network Settings --> Tethering & Portable hotspot.

Check on the way you want the sharing to work. Try USB tethering which should be the most easy to set up. Tethering will work with Windows Vista, Windows 7 and Linux.
