Do the hazard lites work?
Does the high-mount brake lite work? The reason I asked, the high-mount brake lamp and lower brake lamps are wire differently. The lower brake lites are wiring through the turn signal switch.

Can you read wiring diagrams? If your saying brake lites don't work, are all brake lites out, I'm talking about the high mount and lower brake lites, both? If both are out have to check fuse, not only check fuse, use a test light and check voltage on fuse circuit. The high mount brake lite and lower brake lites are wired differently.
I want to add, if I'm looking at correct wiring diagram, the bcm is not involved.
if you have a pull out knob to turn on the lites then you need to turn it to right and inside lites will go out. when you turn it the dash lites go high or low but if you turn it all the way to high side it will turn on inside lites. if you have a rocker switch for lites then should be a thumb switch to dim dash lites and it works same way .
unless I am mistaken, the high beam switch is in the turn signal handle, it moves forward for high beams and is spring loaded toward the driver (back) for high beam flash
The "high beam indicator" lamp gets it's power from the high beam wiring to your headlamp. Usually, it's wired in parallel with the high beam filament. The high beam filament is usually powered by the white wire going to the headlight. Evidently, this circuit has been bypassed by the modulator.
I had the same problem with my 98 sierra 4x4. Turned out that the electrical activator on the transfer case was not working. It will still go into 4 low but not 4 high. Replace the electrical switch on the transfer case and it should work again.
